2000 - President Clinton signed Commodity
Futures Modernization Act of 2000 into law; provisions affected
regulatory, supervisory roles of Commodity Futures Trading
Commission, Securities and Exchange Commission: 1) certain
over–the–counter (‘‘OTC’’) derivatives transactions were outside
jurisdiction of CFTC; 2) under certain conditions, Act allowed
trading of futures contracts based on single stocks,
narrowly–based stock indices, with oversight shared by the CFTC
and SEC; put OTC derivatives beyond reach of any government
agency, existing law.
